Organic statute by processes of public management and performance according to the competencies of the officers of the Directorate of Urban Planning and Land Use Planning of the GAD of Quevedo

The legal system of the Republic of Ecuador promotes quality in public management;
therefore, it is pertinent permanently review its operational structure at all levels with a
view to strengthening its capacity to respond to the demands of society. The objective of
this study is to design an organic statute for the public management processes of the
urban planning and land use planning department of the autonomous decentralized
municipal government of Quevedo, in order to optimize their efficiency and quality. Based on a quantitative approach, it is a feasible project type research, with a descriptive level. The population consisted of 1 department official and 14 officials of the unit. The
techniques used were the interview and the survey, and the instruments used were the
interview script and the questionnaire. The analysis techniques were statistical study and content analysis. Among the results, the need for the document in question stands out, as well as the intention to participate among the members of management. It is concluded that the impact of the economic situation reported by management has a decisive influence among the determining factors that promote critical organizational knots. Linked, for example, to the technological infrastructure, cancellation of hired personnel, training and updating programs, benefits and incentives, human talent, among other considerations. All of these conditions are adverse to the fulfillment of the agency's goals and to the spirit of its human talent
