2023 Performance of Peru’s National Policy for Development and Social Inclusion 2030: Evaluation of Indicators and Structural Gaps

Abstract

This study aimed to assess the 2023 performance of Peru’s National Policy for Development and Social Inclusion (PNDIS) 2030 through an evaluation of its strategic indicators and identification of structural gaps. A quantitative, descriptive, and cross-sectional non-experimental design was employed, based on documentary analysis of official data from MIDIS, MINSA, MINEDU, MTPE, and other sectoral institutions. Sixteen priority objective indicators were examined by comparing programmed targets with observed 2023 results. Findings reveal progress in health insurance coverage, rural electrification, and youth unemployment reduction; however, significant structural gaps persist in childhood anemia, educational transition, underemployment, pension coverage, and public safety. The results suggest that while PNDIS demonstrates strong operational performance in service expansion, structural determinants of inequality remain insufficiently addressed. Strengthened intersectoral coordination, territorially differentiated strategies, and impact-oriented monitoring are required to achieve the 2030 goals.
